Excerpt on the infrastructure situation in the province of Palermo stretch from ' Economic Observatory 2009 of the Province of Palermo - Report produced by Chamber of Commerce, Industry and Agriculture of Palermo in collaboration with the Institute G. Opener in Rome on:
ECONOMY AFTER THE CRISIS OF PALERMO
TRENDS 2009 - 2010 FORECAST
INFRASTRUCTURE SITUATION
- Articulation infrastructure
The provision of infrastructure is a factor in the development of the territory that is not only about the purely economic aspect of production. In fact, a proper allocation / quantitative health care facilities, social welfare, cultural, recreational, etc.., Contributes directly to determine the quality of so-called "social overhead capital", ie the stock of assets for social assistance and social relations between subjects or between individuals and institutions in the public interest, which directly influence the quality of life. Moreover, the quality of life is also a factor in economic development as it creates opportunities for the development Entire sectors of business (relating to leisure and the "leisure") stimulates the growth of tourism and the inflow of external investment, so that you can not draw a clear dividing line between the economy and society.
In terms of purely infrastructure related to economic and productive functions (logistics, utilities for industrial production, such as gas, water, energy, telecommunication networks etc.., Business services of a financial and real) the province of Palermo, in a sottodotazione context of severe, such as that of the South, and even more of Sicily, also suffers from its insularity, shows that there is a clear break between the hub infrastructure, or nodes that provide links to extra regional level, rather well developed, both in relation to the airport, among the largest in the South, that the activities of the port, which are also quite important, and the infrastructure of the local loop, which ensure the connection between the territory and the nodes of the main airport and port type. From this point of view, is the provision of road networks, especially, rail (even long stretches of single track, not adequate to support traffic flows incurred, even if they are going to double the work on some major routes) is still very weak. This results in a bottleneck of traffic directed to hubs, external access, such as the airport and the port, negating, and then, in part, the high degree of envelope. Despite this, both the airport and the port has seen its business increase over time. Suffice it to say that the flow of passengers at the airport of Palermo has increased between 1999 and 2008, +53.4%, and the traffic of goods vehicles at the port of +18.6% during the period 2005-2008. The negative economic cycle has not failed, however, affect these dynamics in 2009. In fact, between January and November, there was a drop in passengers at the airport at 1, 5% over the corresponding period of 2008, although data reveal that the monthly trend of recovery and the port, on the other hand, has experienced during the period from January to October, a decline trend equal to -12.2%.
Another important aspect to be considered is the existence of a clear gap between the coastal strip of the province around the capital city, crossed by the motorway and main train back (among other things, to which the completion of "historical" ' Palermo-Messina motorway, a completion whose significance is amplified by the bridge project, or at least from the project in a more organic way of linking Sicily to the mainland) and the area further inland and orographic less flat in the province, ancor più isolata, con problemi strutturali di sviluppo più acuti.

With regard to utilities and related financial services and real productive activities (energy, distribution water, banking, other business services, telecommunication infrastructure assets), the presence of an urban area, and some of the most important industrial areas in the region, means that the infrastructure for banking, real services and immaterial , related to the presence of large pools and demographic firms, typical of urban areas developed, have a prevalence satisfactory. Also the main social services of urban status, such as schools and health facilities have, at least in quantitative terms, offering a completely adequate. Conversely, services more "rare", but they qualify more clearly the quality of life locally, such as services, leisure and culture, as well as some utilities typical of areas of high industrial development, such as environmental and energy networks, are still late deals evident ingiusitificabili when compared to the demographic weight and density that business takes in the province of Palermo in Sicily and Southern Italy, and which also places it in a disadvantageous position compared to its traditional rival province "within the Sicilian or Catania. This can only be reflected in a gap in quality of life and competitiveness of local enterprises. Looking ahead, it assumes a very important recent major release of the funds necessary to complete Interporto of Termini Imerese, a structure that has a vital importance in itself, because it will allow to move goods more efficiently and quickly, by taking advantage the port structure and its connections, road and rail, with the inner harbor, but that assumes a specific importance, as an essential element for raise competitive polo Fiat, of primary importance, in economic and employment growth for the province.
