Stralcio di un articolo pubblicato su IL GIORNALE DEI DISTRICTS, monthly news and information of Palermo in the 80s.

ON THE GREEN ... WE ARE THE GREEN
In Palermo it is just a slab of green

Giusy SERRAVALLE

In Palermo, the percentage of public green "enjoyable" is 0.25 square meters per capita . That is, a ceramic tile with which paves the kitchen.
The Master Plan, however, one of the documents consulted and brought out more from less and difficult part in our city, it provides per capita, 16.5 square meters. Quite a difference, then, that clearly shows how the problem of public parks has become one of the many "cases" that should be addressed by the City Council and placed among those of prime importance. Instead, for years now, public open talk about it less and less. Sometimes, as in the case of Villa d'Orleans, the word green is paired with the "equipped," to give a semblance of "park" on the structures that are essentially sports.
In Palermo, if we consider just the sports facilities, including Viale del Fante, and the park of the Favorita, the percentage of green per capita increases to 3.9 square meters. But to what extent one can speak of green "public"?
Overview of Palermo Parco della Favorita

After reading part of this article is automatically wonder, after so many years, if the city has managed to gain enough square feet of sees public all its inhabitants. The
urban standards are laid down Interministerial Decree 2 April 1968, No 1444. The decree, remember, is issued after the L. 765/67 (Law bridge) and provides standards of the different types of equipment of local interest and general (or local).
As for the equipment of local interest, or neighborhood, the decree stipulates that every citizen is entitled to a minimum of 18 square meters of public space allocated as follows:

- 4.50 square meters of land for Education: kindergartens, nursery schools and primary schools;
- 2.00 square meters of land for facilities of common interest: religious, cultural, social, welfare, health, administration, public services (PT offices, civil protection etc..) and others;
- 9.00 square meters of land for public park land and equipped for the game and sport that were actually used for systems with the exception of green belts along the roads;
- 2.50 square meters of land for parking.

The problem of public spaces, then, is not only green but also all sectors and public services in the city of Palermo has. "
