Civil protection for large areas. Guidelines for the preparation of the plan of civil protection at the provincial level
develop civil protection activities aimed at prediction and prevention, or even to define planning and emergency management may not matter that a careful analysis the condition of the territory, both in urban and suburban.
The critical situation that the high rate of risk arising from these different situations of vulnerability and danger characterize the Italian territory, and particularly that of Sicily. This situation must be examined by government and in this context should be considered issues relating to the whole territory.
The recent natural disasters that have affected the region (fire in the territory of Patti (Me), 2008; flood in Castellammare del Golfo (Tp), 2008; landslide Giampilieri (Me), 2009) have shown the inadequate number of municipalities with the Civil Protection Plan, so you should cover this gap.
This highlights the need for proper and effective planning for the safety of society and therefore the development of a Civil Protection Plan of Provincial level.
In the event of natural disasters the proper management and implementation of a Provincial Civil Protection Plan, regardless of the type and size of the event depends on its proper setting and implementation. These characteristics vary according to the geographical scope in which the Plan is a part. It is therefore appropriate to define the minimum criteria or "guidelines" for the establishment of a Provincial Civil Protection Plan, with the security features of which have rights to the different risks that may affect the territory.
The dissertation "Guidelines for the preparation of the Civil Protection Plan for the Province of Trapani", written in 2010 by architects, planners A. Riccio, P. Regina under the Comprehensive Planning Area, is the result of careful analysis of the condition of the land both in urban and suburban, so once defined the planning and emergency management has been possible to develop civil protection activities aimed the prediction and prevention.
This type of wide area plan is a pioneering project in Sicily, which is why the development in the form of guidelines, and the drawing of the same reference was made to the principles contained in the "method of Augustus", a method that stems from L. 225/92, the same law that institutionalizes the National Service of Civil Protection.
The effectiveness of this tool PLANNING provincial level occurs when certain conditions are fulfilled:
- unified management planning / operations that are conducted through the coordination of a complex system and not a sectoral vision of interventions. It is the prefect at the provincial level that defines those responsible for support functions within each municipality in the Province.
- constant exchange of information between the central system and the peripheral part of the nation's Civil Protection System. Each is responsible for support functions interagire con tutti gli altri, in modo da poter fronteggiare l’emergenza in maniera unita e coordinata.
A questo sono dedicati the working definition of "contingency plans" drawn up at national, provincial and municipal continuous updating of emergency procedures, which are essential for those who have to intervene so that they know already what to do and how to do it, and the constant exchange of information between all levels of the system, staff training activities and exercises all the components involved in civil protection and the strengthening of the technical means available.
